Unable to Automatically Assign a Resource to a Service Request Via Assignment Manager

After defining territories and running Generate Territory Packages (For R12 this concurrent program has been replcaed by STAR(SYNCHRONIZE TERRITORY ASSIGNMENT RULES) concurrent program ) users are receiving the following error when starting Assignment Manager for a service request that meets a territory's qualifiers:

   'No resources found.  Please try again.'
