Contract Launchpad inbox returning no records
Contract Launchpad inbox should return records including Sign Contracts notifications
The issue can be reproduced at will with the following steps:
1. Navigate to Service Contracts Manager (R) -> Contract Administration -> Launchpad.
2. No records shown but sign contracts notification is expected
