Accessibility Limitations With PDF Reader (Doc ID 2802722.1)

Goal

Documentation Section "C Designing Accessible Reports" in the BIP documentation describes techniques for designing reports to increase accessibility of report output for users with disabilities.
But even if these recommendations are used, the below issues are reported which limits to make reports more accessible to users with disabilities.

1) The PDF's generated using BI Publisher are non-tagged and hence do not allow accessibility features to be used.
This can be verified by navigating File --> Properties --> Advanced --> Tagged PDF (which is always No) in any PDF report.

2) Section "C.2.5 Defining a Table Column Header" defines how the column headers to be defined in RTF for making reports more accessible. Even if the steps are followed, any reader is unable to identify/distinguish the column headers from the data. PDF "Read Aloud" feature reads column headers in the same way as it reads each row data. This creates accessibility issues when the table has a lot of row data.

3) Images are skipped while reading PDF.
The reader should be able to read the alternate text instead of the image to be more accessible to visually impaired people listening to a PDF being read.
