Pay Action Parameter 'Allow Transfer Of No Cost Actions To SLA' is not Working For RETRO_COST Events

Symptoms
After setting the pay action parameter "Allow Transfer of No Cost Actions to SLA" to N, it is found that uncosted subledger accounting (SLA) events with code RETRO_COST are still being transferred to SLA, which causes errors in the Accounting Program Report.
ERROR
--------
95937: There are either non-accountable events existing in the system, or events which which could not be processed because no data could be found on transaction objects.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
From HRMS Manager responsibility or equivalent:
- Navigate: Other Definitions > Action Parameters: Set parameter "Allow Transfer of No Cost Actions to SLA" to 'N'.
- Navigate: Processes and Reports > Submit Processes and Reports > Single Request, run concurrent requests:
a. Payroll Process
b. Costing
c. RetroCosting
d. Transfer to SLA - From Global SLA/Payroll Manager responsibility> Processes and Reports > Submit Processes and Reports > Single Request: run Create Accounting process
- Review output of the spawned Accounting Program Report and see error related to RETRO_COST events
