TxkPostPDBCreationTasks.pl Fails With ORA-12505, TNS:listener Does Not Currently Know Of SID Given (Doc ID 2802873.1)

Symptoms

When performing a 19c database upgrade, the script script txkPostPDBCreationTasks.pl is failing. The log shows the following error:

Could not Connect to the Database : Listener refused the connection with the following error:
ORA-12505, TNS:listener does not currently know of SID given in connect descriptor


This script is calling adbldxml.pl which is also failing with the same error as the log file shows:

Steps to reproduce the issue:

- Execute step "6. Run the post PDB script" in the knowledge document "Interoperability Notes: Oracle E-Business Suite Release 12.2 with Oracle Database 19c (Doc ID 2552181.1)"
