Getting an 'ORA-06508: PL/SQL: Could Not Find Program Unit Being Called In Package XXXX' Error (Doc ID 2802933.1)

Symptoms

When attempting to create a new contract from a Template, the following error occurs. This seems to have started after applying a patch to the instance.

Error
ORA-06508: PL/SQL: could not find program unit being called in Package OKC_CHR_PVT Procedure V_insert_row

Note: the error and/or the navigation path could be slightly different, but the issue could be essentially the same with the same solution.

Steps
1. Using a Service Contracts responsibility, open the Contract Navigator.
2. On the menu use Tools > New.
3. Select a Contract Template to use and input the dates.
4. Click the 'Create' button.
5. Get the indicated error.

Changes

 A patch was applied to the instance.
