Unable To Open The Shipping Exception Form (WSHFXCLG.fmb) In Order Management Post Patching (Doc ID 2803687.1)

Goal

After applying the below patches encountering an issue in the Order Management module.

April 2020 DB 12.1.0.2 CPU
ORACLE APPLICATIONS RELEASE 12.1:CPU PATCH FOR APR 2020 and all prereqs
Latest OracleAS 10g 10.1.3.x Patch Set
Oracle Java (Java SE [JRE] Plug-in) - JRE 8 Update 251
Oracle Java (JDK) - JDK 7 Update 261

Using the following navigation:
Order Management Super User -> Shipping -> Transactions

From Order Number: NNNNN1
To Order Number: NNNNNN11

On the Shipping Transactions screen click on Tools -> Resolve Exceptions Form and nothing happens. Also try to click on Pick and Ship button but nothing happens.
