ACTUAL BEHAVIOR
---------------
Budgetary Control Results Report shows all records as failed.

EXPECTED BEHAVIOR
-----------------------
Both the Check Funds and Reserve funds should show the correct Budgetary Control report output

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to General Ledger
2. Create a Journal making it to fail funds by Checking the Funds. Review the View Results.
3. Now try to reserve the funds and view the results.
