Transaction Monitor Shows Incorrect Action Dates when FND User Name is Changed from System Administrator (Doc ID 2804018.1)

Person has a name/user name change via System Administrator which changes the FND_User name. And then viewing the transaction monitor show all actions dates that match the date/time of the name change and not the actual submission/approval action
