Patch 19060002 failed with Error: ORA-20001: Found version-ed column name EFFECTIVE_PERIOD_NUM#1 (Doc ID 2804153.1)

Symptoms

The Patch 19060002 failed with the errors in the ad worker log file.
 

Steps to Reproduce:
1) Apply the patch: 19060002
2) It fails with the following error:

Uploading from staging tables
Error loading seed data for FND_COLUMN:  APPLICATION_SHORT_NAME = XLA, BUILDING_BLOCK_NAME = HUB TABLES, TABLE_NAME = XLA_LEDGER_OPTIONS,COLUMN_NAME = EFFECTIVE_PERIOD_NUM,  ORA-20001: Found version-ed column name EFFECTIVE_PERIOD_NUM#1 in
AOL dictionary metadata. There should be logical name instead.
