EBS:Users unable to login with the error message "NewHomePG: XML-20124" (Doc ID 2804184.1)

Symptoms

When attempting to login into EBS after applying missing ETCC and Java web start patches, users are unable to log in to EBS after providing credentials
the following error occurs.

ERROR
-----------------------
You have encountered an unexpected please contact the system administrator

On verifying the OACore outfile, the following error messages is seen

/oracle/apps/fnd/framework/navigate/webui/NewHomePG: Parsing error, line 44, column 92:
org.xml.sax.SAXParseException; systemId: /oracle/apps/fnd/framework/navigate/webui/NewHomePG; lineNumber: 44; columnNumber: 92; /oracle/apps/fnd/framework/navigate/webui/NewHomePG: XML-20124: (Fatal Error) 
An attribute cannot appear more than once in the same start tag.
at oracle.xml.parser.v2.XMLError.flushErrorHandler(XMLError.java:422)
at oracle.xml.parser.v2.XMLError.flushErrors1(XMLError.java:287)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply missing ETCC and Java web start patches
2. Start the EBS application services
3. Go to the Login page, provide credentials
4. The above error message is seen
