R12: AP: AP Suppliers Table Last_updated_by Column Is Getting Updated With Terminated Oracle Users (Doc ID 2804592.1)

Symptoms

Users observed a few suppliers records in table AP_SUPPLIERS with last_update_date and last_updated_by values referring to application users who were deactivated/terminated much earlier.

The DBA team has confirmed that those oracle user ids have not logged into Oracle Applications production instance after their inactivation date.

The issue happens randomly.  It is not reproducible at will.

This is observed by customers internal audit team and requesting a justification on this unexpected behavior.
