RGRARG FSG Report Error - Format_rows(): Column Values Not Output. RGRPRT Completed With Errors. (Doc ID 2804639.1)

Symptoms

On : 12.2.10 version, Financial Statement Generator (FSG).

When attempting to run RGRARG: Financial Statement Generator after upgrading from R12.1.3 to R12.2.10 the following error is seen in the log of some reports.

ERROR

format_rows():
Column values not output.
RGRPRT completed with errors.

The expected report output is not generated.


STEPS TO RECREATE THE ISSUE
------------------------------------
The issue can be reproduced at will with the following steps:
1) Using a General Ledger responsibility.
2) Navigate to Menu: Report -> Request -> Standard.
3) Select Program - Publish FSG Report and the report at issue in the parameters.
4) Submit the report having the issue, when it completes it is in warning status and the output file does not provide the expected report output.
5) Log shows:

format_rows():
Column values not output.
RGRPRT completed with errors.

This was working without error or warning in 12.1.3 and issue is only being seen in 12.2.10 after upgrade.
In the column set being used, each column is checked to display zero values, the report does successfully generate data as it did in 12.1.3.

Changes

 Upgrade to 12.2.10.
