Why Does Material Workbench Sometimes Show Available to Reserve as Lower Than Onhand and Available to Transact? (Doc ID 2804725.1)

Goal

On the Material Workbench (Inventory > Onhand, Availability > Onhand Inventory), Onhand quantity and Available to Transact match each other, but the Available to Reserve is lower, and even sometimes shows negative values, despite all of the onhand quantity having a material status that allows reservations. Why?
