Costing Details Report shows unexpected behavior i.e., both Costing and Balancing segments are displayed for Elements having Input Values with non-monetary Data Type (Doc ID 2805094.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Post RUP13 (30066331: R12.HR_PF.B.delta.13), Costing Details Report is showing unexpected behavior i.e., both Costing and Balancing segments are displayed.

EXPECTED BEHAVIOR
-----------------------
It is expected to show only Costing segments and not Balancing segments which was the case prior to applying RUP13.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Responsibility: HRMS/ Payroll Manager
2. Navigate to View > Request > Submit New Request
3. Run payroll and Costing
4. Run Costing Detail Report and check the details
