Opening PO In Buyer Work Center Results in Error Please Enter Data Value XXXXXXXX In Correct Format YYYY/MM/DD HH24:MI:SS (Doc ID 2805261.1)

When opening existing PO in the Buyer Work Center, which was imported from another system, produces the following error:
Please Enter Data Value XXXXXXXX In Correct Format YYYY/MM/DD HH24:MI:SS Error

This does not happen in Core forms. In DFF if value set is Date type then in core form if value is 20201201 then this value is converted to 01-DEC-2020 and no error message shall be displayed.

Where as in OAF for the same "Please Enter Data Value XXXXXXXX In Correct Format YYYY/MM/DD HH24:MI:SS" error message shall be displayed.

The issue can be reproduced at will with the following steps:

1> Entering the date in oaf page
2> See the formatting error.

Due to this issue, users cannot add the date without the proper formatting.
