When attempting to create Batch in Mass Update
the following error occurs.

You do not have permission to access this functionality


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in Oracle Install Base Administrator responsibility
2. Navigate to Mass Update
3. Try to create a batch
