Symptoms

Profile fails with a database policy error during patching.

The issue occurs with the following patches: <Patch 19007053> or <Patch 26787701>

ERROR
* See the following error messages in the patch log.

  Error loading seed data for PROFILE: PROFILE_NAME = WMS_INTERNET_PROXY_HOSTNAME, ORA-28115: policy with check option violation
  Error loading seed data for PROFILE: PROFILE_NAME = WMS_INTERNET_PROXY_PORT, ORA-28115: policy with check option violation

STEPS
1. Update database to 12c using steps mentioned in <Note 2552181.1>
2. Proceed to Step 9 -Apply post-upgrade WMS patches (Conditional)
3. On applying Patch 19007053, receive the errors.
