ORA-01013: User Requested Cancel of Current Operation Trying to Access Supplier Home Page After Patches (Doc ID 2805551.1)

Symptoms

On : 12.2.9 version,

When attempting to go to the supplier home, after applying <patch 30682300>
the following error occurs.

java.sql.SQLTimeoutException: ORA-01013: user requested cancel of current
operation
at oracle.jdbc.driver.T4CTTIoer.processError(T4CTTIoer.java:462)
at oracle.jdbc.driver.T4CTTIoer.processError(T4CTTIoer.java:405)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply patches from 12.2.10 branch.
2. Go to any responsibility which has Supplier page
3. Try to access suppliers home page
