Buyer Work Center Notes Page Spins Indefinitely and Never Finishes Loading When Logged in using Non-English Language

Symptoms
The Notes page in the Buyer Work Center spins and never completes loading when it is accessed in a non-English language environment such as French-Canadian or French. There is no error but the page just continues to load without ever completing. Users are forced to close the browser page and log in again.
This issue does not occur when connected in English.
The same page loads normally when the user logs in to the environment in English
Steps to Reproduce

1. Log in to the application in French-Canadian (or using any other non-English language)
2. Navigate to Purchasing responsibility
3. Navigate to the Buyer Work Center - Notes page
4. See that the page continues spinning and never finishes loading
