Unable To De-activate Asset Numbers Even Though No Open Work Requests or Open Work Orders Exist (Doc ID 2806601.1)

Symptoms

When attempting to de-activate an asset number, the following error occurs.
Verified that there are no child assets and no work requests, work orders, or service requests that are open for this asset.

ERROR

De-activation failed.
Cause: You cannot deactivate an asset for which there are open work requests or service requests or work orders.

STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: Enterprise Asset Management.
2. Go to Asset Numbers form.
3. Query asset.
4. Go to Tools -> De-activate Asset Number.
5. Receive the aforementioned error.
