Running a format for a payment process request (PPR) results in output in XSL-FO format.

Steps to replicate
- Apply a patch that upgrades BI Publisher
- Go to Payments -> Entry -> Payments Manager
- Submit a single Payment Process Request
- View the output via view -> requests -> view output
