Datafix : Taxes becomes Zero/Vanishes after adding a new line to the Purchase order(PO) (Doc ID 2807187.1)

Symptoms

ACTUAL BEHAVIOR
---------------------
Taxes becomes zero/vanish after adding a new line to the Purchase order(PO)

EXPECTED BEHAVIOR
-----------------------
Taxes should not vanish/become zero for old lines

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Pick a PPO(Planned Purchase Order) created before RUP11+Sep RPC patches ((N)>Oracle Purchasing > Purchase Orders)
2. Taxes exist and tax amounts also exist
3. Add a new line
4. Check in Tools > India tax details that even for old lines the taxes disappear/becomes zero

The issue happens for Purchase Order created before November RUP11 Patch 27421320 and September Consolidated Patch 28656394
