ORA-01843 Error Accessing Key Members in Projects Form in Non-English Language

Symptoms
On : 12.2.10 version or later, Project Access
The error does not occur when working with the English language.
When working with Italian language (or any language other than English), opening the Key members option gives the following error:

ORA-01843: not a valid month
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. In Italian language, Navigate to projects form. Query existing project
2. Click on Key members option.
