Restrict Submission Of Charges When UOM Is Not Populated In Charge Line (Doc ID 2807869.1)

Symptoms

On : 12.2.8 version, Charges UI, APIs, and schema

ACTUAL BEHAVIOR
---------------
Charges can be submitted even when UOM is not populated in the charge line

EXPECTED BEHAVIOR
-----------------------
Charges should not be submitted when UOM is not populated

The issue can be reproduced at will with the following steps:
1) Customer Support (R)
2) Create the Charge Line and either remove the entered UOM or do not populate the UOM
3) Submit the charges. The application allows submission of charges without UOM and there is no validation to check whether UOM is populated in the charge    line
