Symptoms

Getting error message "4.Over-threshold un-earned payment is not allowed for this customer." when trying to submit claim for approval.

Steps:
--------
1. Navigate to Oracle Trade Management User responsibility
2. Click on Claims, select or query the claim to process
3. Select Request Approval, Submit and error is received.
