Receiving Transaction Processor Performance Issue (Doc ID 2807950.1)

Symptoms

On 12.2.8, Receiving transactions

Receiving Transaction Processor slowed down and is running for more than 2 hours .
At the 3 hour mark, DBA's cancel the request.  This request normally completes in seconds.

Steps to reproduce the issue:

1. Inventory > Receiving > Receipts > Complete receiving for a PO
2. See that the request keeps running for over 2 hrs and does not complete.
3. From AWR, this appears to be the query causing the issue

Changes

Customer started facing issue after implementing <Patch 27847930> which upgrades POXDACLB.pls to 120.13.12020000.22
