Unchecked "Allow Partial Success" Results in Completed Wave Release Line Replenishment

Symptoms
On : 12.1.3 Wave Planning
Actual behavior
At wave release, if a line is split, a part of the line is backordered and a part of the line shows the status of replenishment as completed.
The pick strategy / rule has the "Allow Partial Success" UNCHECKED.
Expected behavior
Line should be fully backordered.
Steps
The issue can be reproduced at will with the following steps:
1. WMS responsibility
2. Setup - Rules
3. Remove all rules from strategy with exception of one rule (no lpn allocation No LPN Allocation, Prioritize Pick UOM).
