Reports that Use XML Publisher Fail With Error: java.net.ConnectException: Connection timed out (Doc ID 2808344.1)

Symptoms

Several jobs or reports that use XML Publisher are all failing with connection time-out errors. The OPP log shows the following error:

at java.net.PlainSocketImpl.socketConnect(Native Method)
at java.net.PlainSocketImpl.doConnect(PlainSocketImpl.java:382)
at java.net.PlainSocketImpl.connectToAddress(PlainSocketImpl.java:241)
at java.net.PlainSocketImpl.connect(PlainSocketImpl.java:228)
at java.net.SocksSocketImpl.connect(SocksSocketImpl.java:365)
at java.net.Socket.connect(Socket.java:527)
at com.sun.net.ssl.internal.ssl.SSLSocketImpl.connect(SSLSocketImpl.java:570)
at com.sun.net.ssl.internal.ssl.BaseSSLSocketImpl.connect(BaseSSLSocketImpl.java:141)

STEPS to reproduce the issue:

1. Using any user/responsibility, submit any concurrent program that uses XML Publisher.

2. Check the OPP log with the above error.
