How do we track secondary medical coverage in the EBS system?

We're needing to start tracking secondary medical coverage in our EBS 12.2.9 environment.

I see a field in the per_all_people_f view - coord_ben_med_cvg_strt_dt - that I'm assuming would be the medical coverage start date,
but I don't see anywhere in the application where you can enter this date.

Can you help me find where the employee or someone in HR can enter the coverage start date?
