SLA: Cannot Define Transaction Security Options For Payroll (Doc ID 2808731.1)

Symptoms

On the Subledger Applications form, there is a section for Transaction Security Options.  There is a checkbox for 'Use Security' and a field named 'Policy Function'. The user cannot check the Use Security box in order to enter a policy function value.

Steps to Reproduce
---------------------

1. Navigate from Global SLA/Payroll Manager responsibility: Setup > Subledger Applications.
2. In the form, enter Application name: Payroll
3. Attempt to check the Use Security check box but it is not enabled
