Symptoms
When assigning new responsibility to User in User define form below exception displayed in user define form
STEPS

The issue can be reproduced at will with the following steps:
1.Connect to EBS application
2.Navigate to System Administrator -- Security -- User --Define
3.Assign new responsibility
4.Error popup in user define Form with Oracle Error - 20002: [WF_NO_ROLE]
