On : 12.2.4 version, Weblogic Server
Unable to start EBS_web OPMN server is probably not running or the OPMN mbean is not properly
ERROR

makePhoneCall: sendRequest: Error flushing write connection to OPMN. The remote OPMN server is probably not running or the OPMN mbean is not properly configured.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Follow the notes (Doc ID 1594274.1), (Doc ID 2555355.1), (1590356.1)
2. error message 'makePhoneCall: sendRequest: Error flushing write connection to OPMN' in Admin server log.
