After 12.2.9 Upgrade, 'PSP: Create Distribution Lines' Process Does Not Distribute Based On DATE EARNED

Symptoms
After the 12.2.9 upgrade, it was found that the distribution of payroll hours and dollars is no longer based on the date earned; instead it uses the full pay period. This is seen in the output of the 'PSP: Reconciliation between sublines and distribution lines' concurrent process.
Example:
Before upgrade:
Charging Instructions Begin End Debit Credit

After upgrade, it's showing the end date as the end of the pay period

The issue can be reproduced at will with the following steps:
From LD SuperUser responsbility, navigate: Processes & Reports > Run
1. Run PSP: Import Payroll Transactions from HRMS
2. Run PSP: Create Distribution Lines
3. Run PSP: Reconciliation between sublines and distribution lines
