Symptoms
On : 12.2.6 version, Offers
User has Accrual offer that is in Draft status, when selecting the Exclusion icon from the Product line the Exclusion section opens but when clicking on the '+' no new lines are added.
STEPS

The issue can be reproduced at will with the following steps:
1. Login to Oracle Application
2. Navigate to Oracle Trade Management User responsibility
3. Trade Planning > Create Offers > Enter the Header and Additional details.
4. Enter the Product details and save. Offer is in Draft status
5. Click on Exclusion/Tiers > Window will open.
6. Click on the plus button > Nothing opens up.
