ORA-00001 hence Adjustment is not Written to Vertex

Symptoms
On : 12.2.10 version, Receivables Uptake of EBTAX
ACTUAL BEHAVIOR R12.1.3 instance where the tax adjustment is written correctly to Vertex:
R12.2.10 instance where the tax adjustment is NOT written to Vertex:
In this case however, the tax debug file for the tax adjustment to this transaction shows an error indicating 12 rows trying to be inserted for tax adjustment purposes (the ORA-00001 below it is a constraint message also in the log file). 12 Error(s) occured while inserting record into ZX_LINES_DET_FACTORS. ORA-00001 error occurred for Trx_id :14771398
Upgrading Oracle EBS from version 12.1.3 to 12.2.10. Currently on Vertex STQ v5.0 in the 12.1.3 environment and upgraded to Vertex STQ v8.0 in the 12.2.10 environment.
EXPECTED BEHAVIOR Tax Adjustments should be written to Vertex
