Error INV_INVALID_LPN_SN When Returning Serials With License Plate Number (LPN) From Receiving To Supplier When Group Mark Id -1 (Doc ID 2809394.1)

User is unable return Serials from Receiving with LPN to Supplier when group Mark id = -1
According to <Note 309710.1>,  serials with group mark id -1 should be available for use but when we try and return we get Error INV_INVALID_LPN_SN

The issue can be reproduced at will with the following steps:
1. Inventory > Receiving > Returns > Try to return qty in LPN , having serials with group_mark_id = -1

> Serial does not appear in the LOV
