Report Caching Not Working As Expected Report Output is Empty

Symptoms
On BI Publisher 12.2.1.4
1. At report level set Properties->Caching
Enable Data Caching
Set Caching Duration 30 min
Select User level
Select User can refresh data.
2. Run report.
3. After it completes, submit it again.
Data is fetched from server, it should just be taken from cache.
4. Additionally even though log shows completion, the report output is empty.
It displays just fixed string headers.
