Budget form has error FRM-40654 when updating budget line

Reproduce By Steps:

1. Use a Projects form responsibility

2. Navigate to Budgets

3. Open the Budget form

4, Select Project Number

5. Select Budget Type

6. Press the ‘Details’ button.

7. Locate and select Task, then click the ‘Budget Lines’ button.

8. Update ‘Raw Cost’ on the first line…

The following error immediately pops up:
