Symptoms

ACTUAL BEHAVIOR
---------------
jai_tds_gdf_tax_ui_upg.sql script running for long time during RUP patch application.

While upgrading EBS application from 12.1.x to 12.2.x. As part of the upgrade, started 12.2.9 RUP patch. It is observed the subjected script running more than 8 hours. 


EXPECTED BEHAVIOR
-----------------------
jai_tds_gdf_tax_ui_upg.sql script is not expected to run for hours


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Apply 12.2.9 RUP patch
2. Note jai_tds_gdf_tax_ui_upg.sql script taking 8+ hours
