Duplicate Shipment Number Not Allowed When Using Asset Move Workbench

Symptoms
When attempting to perform asset move (transfer), users are trying to use the same shipment numbers in Inter Org Transfer. This results in the following error.
ERROR
Duplicate Shipment Number. Please re-enter.
STEPS
The issue can be reproduced at will with the following steps:
1. Responsibility: Maintenance Super User (HTML).
2. Click on Assets tab.
3. Select Asset Move function.
4. Try to use same shipment numbers in Inter Org Transfer.
5. Receive the above error.
