OAB: Enrollment Coverage Start Date Rule Not Firing (Doc ID 2810231.1)

Symptoms

Actual Behavior:

Coverage start and end date rules are setup, but are found to not be firing under any condition.
 

Expected Behavior:

Coverage Rule should be firing as setup


Steps to Reproduce:

The issue can be reproduced at will with the following steps:

1. Fast Formula is setup at:  Program Enrollment Requirements
                                             > Active Benefits Program
                                                  > Timing
                                                       > Life Event
                                                            > Coverage
                                                                 > Enrollment Coverage Start Date ==> rule is setup here

2. Have also tested setup at: Plan Enrollment Requirements
                                               > BCBS
                                                    > Timing
                                                        > Life Event
                                                             > Coverage
                                                                  > Enrollment Coverage Start Date ==> rule setupp herre

3. The rule is working on: Program Enrollment Requirements
                                         >Active Benefits Program
                                              > General
                                                   > Program
                                                        > Coverage  ==> rule setup here

Testing shows that the rule is not firing under setup location 1 or 2 above.



Business Impact:
The issue has the following business impact:
Due to this issue, users cannot correctly configure the coverage start date as needed.
