Transactions Imported Into Projects As Uncosted When Import Raw Cost Is Enabled

Symptoms
There are transactions being imported in Projects with a custom transaction source.
The transaction source uses the Import Raw Cost enabled (costed_flag = 'Y').
These transactions are being imported in to Projects as uncosted.
When the cost distribution program is run, the cost distribution lines are created with the PA Period stamped with a period that is not Open or Future Enterable.
The expectation is that PRC: Transaction Import will create cost distribution lines as costed.
But if the transaction is cost distributed in by the cost distribution program, the PA Period should be stamped with the next open period in Projects.
Steps To Reproduce

Log into a Projects Responsibility
Navigate to Other > Requests > Run
Submit PRC: Transaction Import
Transaction Parameter = <Custom Transaction Source>
Changes
Data being imported from pa_transaction_interface_all with a customer transaction source using Import Raw Cost.
