--ISSUE DESCRIPTION--
Insert a service line receipt with actual_cost column with null value in the receiving open interface table for receiving transactions.

After running the Receiving Transation Processor for this receipt, see that there is a value populated in the actual_cost column in the receiving_transactions_interface table which then becomes a cost in the shipment_unit_price column in rcv_shipment_lines table.

--STEPS TO REPRODUCE--
1. Insert receiving data into rcv_transactions_inteface
2. Run the Receiving Transaction Processor program
3. See the actual_cost value is populated in the ROI
4. See that this value was inserted as shipment_unit_price in rcv_shipment_lines
