Sales Order Pick Transactions Stuck In Pending Transactions Although Lines Are Marked Ini=Y

Sales Order Pick transactions are stuck in the Pending Transactions table (MTL_MATERIAL_TRANSACTIONS_TEMP). These stuck transactions show up in the Order Details report (OMSE11i.sql from Note 133464.1) as well as in the close period report (INVPeriodClose115.sql from <Note:206576.1>).
The stuck transactions have reserved onhand quantity that must ship for another order. The OMSE11i shows the stuck transactions but does not show the related move orders. Attempting to query the move orders by entering the Sales Order Number in the Transact Move Order screen does not return any results.
The OMSE11i also shows the order lines are completed, closed, shipped, and the inventory interface flag (INI) is set to Yes in the delivery details section (WSH_DELIVERY_DETAILS).
1. Go to Inventory > Pending Transactions screen.
2. Query records in error.
3. See stuck records but no error message.
