Buyer Work Center Notes Page Throws Error 'java.lang.Exception: Assertion failure' When Working In Dutch (Doc ID 2811570.1)

Symptoms

When buyer click on the ‘active notes’ title ,
the following error occurs.

## Detail 0 ## java.lang.Exception: Assertion failure: The value cannot be null. at oracle.apps.po.common.Assert.fail(Assert.java:79)

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1) A user adds a text (a buyer note) to a purchase requisiton, the ‘owner’ is buyer XYZ
2) Buyer XYZ logs in using Dutch as language
3) The buyer goes to the BWC, to the ‘Notes’ page
4) The buyer click on the ‘active notes’ tile
5) while working in Dutch, the error occurs
