Goal

Find that some concurrent programs, of which all use XDO, show a slow start with poor performance.
XX Packing List Report
XX Shipping Label
Bill Of Lading (XML)

Issue started post migration from OnPrem to OCI.
Trace does not indicate any bottlenecks in performance.
The concurrent process is shown to start/stop with almost a 10 minute delay as compared to trace file times.
