Freight Charge Applied To Delivery Does Not Retain Delivery In AR Interface For Star Item Line (Doc ID 2811945.1)

Goal

(1) We have configured ATO model and options bills of material. The unit (ATO item) is shipped and we expect to get one invoice for model and all ATO options on one invoice, but two invoices are being produced.
I can see this is a result of invoice grouping rule based on interface_line_attribute3, which is the delivery_id of the shipment. The invoice grouping rule is by shipment (delivery_id) for many reasons and cannot be changed.
For the model, the interface_line_attribute3 is being populated in the ra_interface_lines_all table, however, for the options this value is always 0.

and/or

(2) We have a sales order with the star item(aka configured item) and ATO items/  When we create a delivery and assign them to star item and ATO items then assign fright charge to delivery.
The fieight charge gets divided into the lines. This is fine. Later when the sales order is shipped, the AR interface will not have the star item's line instead will have original model and
since model was not shippable it will not retain the delivery number in INTERFACE_LINE_ATTRIBUTE3 instead will have value "0". The ATO line_id do retain the delivery.

Due to this 2 invoice gets created with one of having delivery number and other with zero line. If Delivery number would have been in AR interface for model line then just 1 invoice would have generated.
