1) Down Load the standard CONUS / OCONUS Data file from Government website 

Which will provides up-to-date CONUS/OCONUS locations and rates Information

2) Save on apps server

3) Using a Internet Expense Setup And Administration Responsibility

  1.    Go To Internet Expense Setup
  2.    Tab Request
  3.    sub tab upload rates
  4.    after submitting request
  5.    request errors out with log file showing OIE_APWUPDM_INVALID_FORMAT
