The issue can be reproduced at will with the following steps:
1. Log in to EBS > Go to “Buyer MTPS” Responsibility
2. Go to Buyer Work Center * go to Procurement Status Apex Page
3. Apex Page is shown which has hyperlink on Requisition Number
4. Clicking on the link above error message is seen
